Pro Bono Sector Impact Toolkit

A new practical guide from the National Pro Bono Centre (NPBC) and National Council for Voluntary Organisations (NCVO) to help measure the impact of your organisation's legal pro bono work.

The Pro Bono Sector Impact Toolkit has been created to assist organisations in the legal pro bono sector to measure and demonstrate the impact of their work. While designed with pro bono projects in mind, it also contains resources useful to all those supporting access to justice including advice organisations, law centres, law firms, and those engaged in policy influencing.

The National Pro Bono Centre (NPBC) led the development of the toolkit in tandem with a wide range of organisations and individuals and with the support of specialists at the National Council for Voluntary Organisations (NCVO). It was piloted by LawWorks and University House.

The toolkit is available from this page for free download, and organisations can now also register their interest in a subsidised six-month course which will guide participants through putting it into practice.

Download the free toolkit

The toolkit is available in two different formats. You can download the entire toolkit as a single 36-page PDF document, or you can download a ZIP archive where the toolkit is broken into individual documents, which you may find more convenient.

Our course

Organisations can benefit from a course taking place from September 2026 to March 2027, delivered by Sarah Menzies, Senior Consultant at NCVO and a sector expert in impact monitoring.

The course will guide participants through using the toolkit to create and embed monitoring and impact measures in your pro bono project. It includes four 90-minute workshops; four 60-minute group sessions; and one hour of individual support with Sarah. The course is spaced to allow participants to put the learning into practice in your organisation and leave the course with your project theory of change and data collection in place.

Participating organisations are asked to contribute £150 towards the cost of the course.

To express your interest in taking part in the course, please fill out the form below and we will be in touch as soon as possible.
